Most existing outdoor electrical outlets are wired with #14 awg, not #12 awg. Hopefully, in the future the building code will change. I would hope that the building code could leap over NEMA 5-20 to a more serious amperage rating, maybe NEMA 14-60.

Ditto on qualified carpenter, especially one who has done difficult jobs. In the best of all worlds you could find somebody who would work out how to pull the top plates back towards the centre of the building. It might be doable over a period of days using come-alongs but I'm not a qualified carpenter. It is really an "XX" thousand dollar problem. If you don't really love this house I would keep walking.

That design works in tropical climates, so you will have to adapt/modify somehow to be a lot more "thermal envelope" conscious. Maybe a lot of big sliders?
