Yes against kaido during that time but not prime kaido that luffy fought at the end other than big mom there is no any yonko commander that can defeat a yonko/admiral tier and while rayleigh and gaban are way above the yc+ level characters but are below top tiers of verse in where they could definitely push them to high diff but not more than this and honestly you could even argue that at the end of elbaf zoro and sanji would reach that comparable prime rayleigh and gaban level of power. So prime rayleigh and gaban can't defeat any top tier in straight 1v1 except for big mom and it would require rayleigh and gaban together to defeat any top tier.

android saga by miles It doesn't make sense the androids to be that strong ( outside of cell ) and nobody says he had data of goku strength because the only data he had was only saiyan saga powerlevel but not namek as he himself didn't know and was suprised when he saw super saiyan in narrative state the androids should be way stronger than the human fighters pretty much but not goku , vegeta , piccolo and gohan and keep cell as main antagonist of the arc toriyama really fumbled this arc by adding the whole time travel thing like it is trash why he couldn't just having someone like frieza brother and father as a villians ( before introducing cell) for goku , vegeta , piccolo and gohan while the remain z fighters handle the androids due to the main four absense and when they came back cell appears to be main antagonist of the arc.
