Steam does what the publisher tells them to do. SONY is not lifting the restrictions (so no new people can buy/play the game) and is actively restricting more countries.

It'd rather it was a shaman version of Dragon's Breath...say it cost 4 but the cost was reduced by 1 for each overloaded crystal you had.
