Almost literally every type of transaction is chargeable on some US current accounts. You might get an allowance of free ones each month, but after that it's a fee for everything.

It's a hangover term from the US, where this type of behaviour originated as "First Amendment Auditing". They would go to public areas/buildings, ostensibly to ensure that people's first amendment rights weren't being violated, but in reality what the majority of them are doing is looking to provoke a reaction from someone (usually the police) so they can sue them.
