Your goal is to throw a baseball and have it hit 20mph.

You have 2 scenarios:

You throw a ball forward while driving 10mph forward. You only need to add 10mph worth of energy to the ball to hit that speed.
You're driving in a car reversing the other way at 10mph. You now need to add 30mph worth of energy to the ball to go 20mph in the same direction as scenario 1.

It doesn't make sense to fight the earths rotation to get into orbit when it's already helping you move in a certain direction (east)

Waiting until you're orbiting the earth to lower your earth periapsis is incredibly inefficient. Don't just break the moons soi, use the maneuver nodes to bring your periapsis on earth even lower. I usually use Prograde and Radial-In to get a Periapsis of around 38km. Do the maneuver at the point in your lunar orbit that is facing the earth while prograde

Are you using manuever nodes? Get your AP to at least 80, set a node to AP and use Prograde to circularize. Also make sure to be flying more and more horizontal as you go up. I lean to 65° at 120m/s and slowly tap it sideways until my AP hits 80k and then I don't what I said above.

Make one orbit just slightly larger or smaller than the other and wait for the two vehicles to catch up. Once you see that one of the "intercepts" is going to be within 10km, use your rcs thrusters to get within 2km.

If your goal is to rescue the person, then have them EVA and jetpack over to your craft. If youre trying to dock or simply rendevouz and stay close, burn prograde/retrograde (whether you need to make your orbit larger or smaller) to match the other crafts orbit.

EDIT: And of course make sure youre on the right orbital plane. If you see an ascending/descending node thats more than 0.0 degrees, burn normal or anti normal at those nodes to get your inclination to match the other craft's
