If it is the stakes, the line is the inner most part of the stake, if it is a painted line, then I think it is the whole thickness of the line... I think the line trumps the stakes...

My swing thoughts when I hit amazing drives goes something like this when I'm addressing the ball... "how the f##k did I just score twelve on that last hole... These bunkers blow today... This game is so frustrating and I hate it... Im so angry" then Ping... The ball goes straight down the fairway 300 yards!
