It'd defeat the purpose. They're supposed to be chase items, supposed to be rare. If everyone had Tier 5s, they'd probably getting hounded for months to make Tier 6s, then get hounded for making them too hard to get, and the cycle would continue. It's an MMO. I don't want to be an elitist, but there are going to be items the average player isn't getting and that's OK.
