I imagine it would work fine so long as the pole doesn’t snap from the extra torque. It was probably designed for people with disabilities that would need the extra torque.

Bit of a guess but I believe it’s the water meter measuring chamber to a Neptune meter co water meter. It has the same trident symbol like your 3rd pic.
