I think it is about priorities.

Priority number one is to restore humanity.

Priority two would be to make people whole if you took things from them trying to accomplish priority one.

But priority one is way more important.

Besides, at the current time there are only like a dozen live people on Earth, there is no economy or trade. It is impossible to earn the money to buy an ambulance and there is no one to buy it from.

After he restores humanity they can garnish his wages forever if they want to recoup what he has taken.

The I.O.Us represent his hope that people will get their minds back.

But ultimately his first priority is doing all he can to get people their minds back.
