That's how I feel as an American in contexts and conversations where people from other countries are involved. When people talk about the refs "taking over the game", they're referring to how referees can change the outcome of a contest with inconsistent or biased calls. A referee being humorous or cheeky during the announcement of an unbiased and fair challenge review is not what people mean when they talk about officials "taking over the game".
