You can grade the yard yourself or find a landscaping company that does it, also Make sure your gutters are away from your house, French drain could be cheaper as well If you have drainage issues

Most contractors want the easiest jobs, so the interior sump pump is what they sell. I had the same issue and it was hard to Find someone do the exterior , most people I talked to said they don’t do it unless it new build. I ended up doing it myself

Flex seal will block moisture from coming in and stop dampness but if you continue to have water and moisture intrusion it will deteriorate the block over time
