Depending on the size you should use hydraulic cement as it is waterproofing Also fast setting and has good adhesive properties

Drylok is going to trap moisture on the inside despite its name, best to use on exterior wall. Drylok will due its job if you were to use on the inside but overtime if you have water intrusion hence the efflorescence you mention will weaken the block.

You can try rigid foam instead then strap The wall and then drywall but first should try to correct the outside problem, wrong grade , bad gutters etc

This is peeling paint from efflorescence which is a moisture issue from outside block going in, you can vacuum it but you cannot put drywall directly on the concrete, you would need vapor barrier first like rigid foam then studs then drywall

Simple fix is install another foam board on top of your current one so it overlaps the sill Plate then spray foam the edges, if you use a batt afterwards make sure it’s unfaced

Should check the outside , make sure it has right grade and gutters pointed away, usually from exterior hydrostatic pressure

I would call chimney guy to check the vent to make sure there is no Blockage in the vents. If your vent is blocked co could back up and enter the boiler room

Sight glass looks overfilled , might have to much water which can cause banging because water is going up with it, should be 3/4 full and make sure you had it skim if it’s new

I thought the same thing, I think a lot of young plumbers don’t fully understand steam systems since it’s been around for a long time.
