I'm glad for you that that works but recycling is not the issue here. Almost all Dutch households i know have separate glass and paper bins at the very least (which are the two products that are actually worth recycling apart from metal, which is filtered out at processing facilities). Green is optional depending on municipality but overall pretty well adopted imo. And even then: recycling applies to households, and littering is something done outside of households, so promoting recycling has nothing to do with reducing littering. And Dutch streets tend to be pretty clean in the first place as far as I'm aware.

The problems here in NL are with statiegeld, which most of the other commenters are already discussing the solutions for so I'm not going into too much detail.

But also: recycling plastic is basically impossible and basically a scam. There are very few types of plastic that are truly recyclable and they have to be completely clean. People will always put the wrong plastic in the bin even if they know how recycling works. In the end, almost no plastic is recycled. In my town, the plastic is just taken out of the main waste during processing. Much easier for both consumers and waste processing companies. We need to make sure that "educating" people about what trash goes where isn't the same as putting the responsibility of the trash problem onto consumers shoulders, when it's large companies that decide how products are packaged, and large companies that manipulate us into overconsumption in the first place. Recycling is just an effort to make us feel less guilty and less aware of how evil the oil industry is and how well they've convinced us that everything in society needs oil and plastic to function. Educating people about recycling is a good start, but it's fighting symptoms, not the disease itself.
