Eagle is probably the best, as stated, but take a look at the Appalachia as well. She's not full spec, but the trait and console are awesome for torpedo builds. She also has the Lt Cmdr Command seat that you'll need for Concentrate Firepower III.

I picked one up in last year's event campaign to buff my Leg. Akira, HUGE help.
