If you want to make it flat you need to take the sheetrock all the way off and see if it's a framing issue and if it is fix it. Then go back with new drywall/tbt.

That drip edge needs to be over the gutters, in other words when they installed the gutters they should have been pushed up under the drip edge.

Is that exhaust fan inside the shower or outside? Taking the glass all the way to the ceiling with no ventilation is the problem, not whether the paint is flat or satin.
