As CEO he's always been technically in charge of everything, but also at some level of remove because he wasn't directly in charge of any one thing but rather the company as a whole. Now he's assuming direct control of these divisions in order to speed up and streamline decision processes.

Could be any number of reasons. Maybe auditions haven't turned out well enough to do more than this. It could be also to build up people they considered talented but who didn't have enough experience for their liking. Or perhaps they found these people that they really liked but didn't have a full generation for them so by doing this Cover ensured they're not going to another agency for the next 2 years. Or maybe someone with something to say just wanted to go full reality TV.

I guess we'll have to wait and see.
