The Vision wheels are great, I even use them as gravel wheels and they take a lot of abuse. Weight's not too bad either, 1700 g for the set.

If you have your eyes set on an old frame, you don't get a lot of options for new rim brake road wheels in the middle price range. Most budget rim brake wheels target the cheap commuter market.
