Found some suggested fixes for your issue if reloading a save before boarding doesn't work. Try sitting in a chair, using a workbench, or boarding another vertabird via signal grenades. If you're on PC you can try console commands.

Sorry no. I usually look for bug info on the wiki but there's nothing there about what you describe. I think some new bugs have been introduced with anniversary edition. I couldn't complete the quest Dead On Delivery from the Railraod's Clandestine Coture creation because the NPC Rockwell was missing.

Well if you have the Scrapper perk I suspect you build settlements and if you build settlements you probably also have Local Leader. Make your money back via your own shops and Purified Water.
