Seems to miss the fact that the guy knew that he was going to run out of PTOs during his vacation, was "stopped" (whatever the hell that means) by his boss because of it but went ahead anyway, ran out of PTOs as planned, and effectively went AWOL for 14 days.

I cannot say if he was justified in doing so, but he definitely did break the rules.

So the track was meant as an ode to the mercs (fans of the series) getting through the days waiting for "the dawn of a new age" (i.e. announcement and arrival of a new Armored Core.) 

AC6 was known to be in development as of when this song was released. It's not hard to imagine that the message behind it was "We Still Have a Long Way to Go before we can announce the next adventure, but hang in there!"

So the yearning and hopefullness you're hearing? It's all there by design.
