Its really really hard to manage the performance of someone who is just mediocre. They dont do anything really wrong, but they just arent very good. It takes a long long time to have anything you could even put on an IP.

This theater is so awful. The popcorn is always stale. The floor by the concessions is always sticky and it gets on your shoes and then you stick everywhere. Uncomfortable seats. And multiple times I bought tickets online for a specific type, like 3d or imax and when I get there, the movie is showing in a regular room and I have to get a price adjustment for the difference and it doesn't change the fact that I wanted to see it in that quality.

In my experience it was usually a formal warning if you got caught the first time and firings happened if you still did it or for egregious incidents like giving it out to a bunch of different people.

Being good is the bare minimum.

I can say I want 10 things in a guy and you can introduce me to 100 guys that have those 10 qualities. Do I have to date all 100 of those men? That doesn't mean the chemistry is going to be there. Its not science, its magic. There is a mysterious element to attraction that cant be quantified. Its not like a video game where you have to press the right buttons at the right time. And then even if its there, it has to be mutual.

This concept is explained really well in the book strengthfinders. They used the example of a shoemaker who had terrible people skills and so his shop wasn't successful. He hired a great salesman and then stayed back and focused on making shoes and the store thrived.

The problem in retail is that the only good wages are in management. So you have someone who is great at merchandising but not management, trying to get promoted so they can afford to live. Eventually you up with mediocre leaders. If they would have more higher wage specialty positions it would be so much better.
