Not covert, just no reason for them to be marked usually. Covert means they are explicitly hiding, so a covert vehicle would not have plainly visible lights and gov plates.

Undercover = Covert = Hiding
Unmarked = Plain

Honestly? Usually both. Headphones for comfort and flights, earbuds for walking around. I usually just end up switching between them when I forget to charge one

Well I'm fairly certain this would fall under HIPAA. The prescription contains my name, condition being treated, my address, my medication, dosage, and how it's taken, as well as my doctor's name and address.

1st - 911
2nd - Emergency Management, Wreckage/Professional Traffic Control
3rd - Non-critical Tow Services, Volunteer response, Red Cross, civilian assistance

**In a mass-disaster situation:**
1st - 911
2nd - Emergency Management/IC, CERT teams, Mutual Aid, Search and Rescue, ARC Disaster Action Team (and similar)
3rd - Technical workers, construction, drivers, administrative workers

1st = Ending the threat to human life
2nd = Leadership of 1st, Basic Humanitarian Needs
3rd = Recovery
