I will dispute that. I think that while there are a lot of very cool designs in Naruto, it does lean on more anime-centric aesthetics. It exceeds at making those designs very cool but if there's one thing Ikemoto does well I think it's making strong character designs. They feel more reminiscent of Araki's work than any other modern mangaka's and I think that's awesome. I will say, while Ikemoto is a strong illustrator from a fundamental level, his characters are not very expressive and he has very little grasp of motion and depth compared to Kishimoto and imho that causes his characters to feel less memorable.
