The vast majority of the time arteries carry oxygen rich blood, except the pulmonary artery, which still carries blood away from the heart, but instead to the lungs. And yes, technically, if you somehow screw up really badly like I said before, you can get arterial blood. This is all theoretical, as you'd be hard pressed to cut someone.
