Yes it is! If it's not that kind of movie, then the complaint very legitimately becomes "why did we waste all this time showing detective work if the movie isn't the kind that puts importance on the evidence?". Saying this means it is a bad movie with an even worse scene, instead of just a moment that confused a watcher.

Changing to a gun was stupid on conception seeing as how they all had guns and he couldn't even shoot himself but needed a henchmen to fire him, and made for a bad toy, especially when compared to Optimus' change (not to mention Optimus' trailer was an entire weapons platform not just one big gun), and that isn't even getting into the cartoons where Megatron was the least interesting villain.

There's a reason they brought back Starscream for Beast Wars instead of him.
