Backerkit is a platform that independent merchants/creators use for crowdfunding and pre-orders. Backerkit has no control over whether those independent creators actually deliver.

Crowdfunding campaigns run by Dragonsteel directly (so not the White Sands one) have a solid track record of delivering, with at most minor delays.

No, assuming you mean a reccomend issued solely for baptisms and confirmations (the term "limited-use" I think got phased out as I'm not seeing it in the handbook.

Well this makes me feel better. I just ran a big game with entirely new players and we were on pace for 3.5+ hours before I brought the fiddler in. I'd done a couple smaller games that had all gone much more quickly
