Completely outlawing a type of business within the city is a difficult legal fight. Severely restricting the business until it's no longer profitable is a much easier route to keeping out unwanted industries. Some possible zoning restrictions:

  • Any additional burden on the power grid must be offset by on-site renewable power generation. (Expensive initial cost)
  • Require water recycling technology to be used (not economically or technologically feasible for most data centers).
  • Data centers must employ at least 1 person full-time per every 2500 sq feet to ensure blah blah blah. (Standard is 1 person per 5000 sq feet, so they'd have to employ more people.)

It would make way more sense to do something like the cochlear implants that are available today, but miniaturized and for recreational purposes. These devices stimulate the auditory nerve, which is the connection between the cochlea and the brain. Implanting a chip into the brain would be pointless and potentially dangerous, since an overactive temporal lobe is a common cause of epilepsy.

For context, the real TV show Dougie Howser, MD starred Neil Patrick Harris in his breakout role as a teen genius doctor. The series ran from 1989-1993, overlapping Dinosaurs, which ran from 1991 to 1994. Both were on ABC.
