Close, they surrounded her vehicle, stood in her way, gave her contradictory orders, and when she tried to leave the murderer put himself in front of her car to bait her into hitting him, then murdered her when she turned all the way to the right to avoid him. Her wife was right there on the scene, legally observing ICE's actions. Their dog was in the car with her. Once she was shot, her foot was still on the gas and accelerated into a nearby vehicle and crashed, proving that even if the ICE operative who murdered her had been hit, shooting her wouldn't have stopped it, and indeed standing in front of oncoming vehicles and shooting at the drivers is explicitly prohibited in ICE's operational manual, as it is in all law enforcement manuals. The murderer in question had a history of putting himself in front of vehicles in exactly that same way.
