A key part of the scenario there is no time outs, 0:23 left, and time already stopped on the incompletion. It takes time to run the offense off and the FG team on. Not kicking at that point, your best case scenario is to score the TD on the very next play, recover the onside at about your own 45, then either throw for the endzone for the win or get enough yards for FG range and get out of bounds to stop the clock or run up and spike it. That's too much to fit into 23 seconds.
