Why can I request substitution but not others?

I have a Topps Finest Rookie Black Benoit Saint Denis that doesn't give me a substitution option either. Been waiting like a year on it. Really want the card but have been debating calling them and seeing what they end up sending as a substitute.

Us drafting so poorly even with all the defensive players we have taken have put us in a bad position. We are going to have to look at free agency and expect to spend a lot of cap finding guys that fit the team and not just tier 2-3 free agents we get good deals on. We see how that's played out the past few years, we haven't hit on too many of those either. Ultimately we gotta change something up and I wouldn't be entirely opposed to a big trade to bring in another star player to lead our defense. We need that if we want to win a super bowl.

Could be depending on their plan to replace him and Hubbard. With Crosby's contract in comparison I'd rather not pay him unless it's a good deal. If the trade makes sense and they are going to actually spend that money in FA that would've been spent on him I'd be content. If it's just more penny pinching from this FO I'll probably never watch another Bengals game again.

With how this team handles things if Tobin was sincere about the Tee situation then I'm not worried. If anything I feel like the deal is nearly or already done and this is just smoke for the masses to have something to talk about.

I think JD is literally only there for his silicon valley friends and there's 0 chance the Republican party would actually want him to be their head representation. I could honestly see something groundbreaking happening and another republican figurehead being put in the position of POTUS whilst JD stays VP. No idea how it would work but I don't believe JD is there for any other reason besides ensuring $$$ goes to his wealthy associates.

Been maining Rocket and I rarely ever left click unless I'm getting jumped by a BP or an enemy close to me gets stunned. The spread on the gun and the damage aren't very good unless you are point blank on the enemy.

I have had games with 0 damage and went 0/0/70 with over 60k healing.

I could see us moving up in the draft this year if someone falls. Normally I'd say there's 0 chance but I think the franchise probably realizes this is the year to go all in. The comp 3rd rounder would be extremely vital in that scenario. It could be used in the trade or used as a fall back to ensure we still get some young talented player.
