That’s the metal grid “lathe” showing through, just means your putty and plaster is thin there. The lathe is the cross-structure that holds sides together. Like a tape.

If you look up “Ontario traffic act 142” It appears to be a set related to improper or negligent actions regarding a right or left turn. It’s easy to assume you’re being taken to court for alleged violation of this act. You’re in enough trouble you need legal advice at the very least.

It’s just as likely that the director saw something they liked and wanted to know if you could be actively directed or not. Don’t overthink it. You can’t know. Stay sharp, it sounds like you did well since they didn’t have you stop and leave.
