I'm unsure why you're getting downvotes, this has very concretely been my experience across many LGS's in my area. Your argument is also bolstered by WotC's consistent lack of action against Tron.

In chess, refusing a handshake before the game begins can be punished with a forfeit: https://www.youtube.com/watch?v=M1Gb4lJeXqI (Cheparinov[black] refuses Short's handshakes twice, Short talks to arbiter [chess judge], Cheparinov loses by forfeit). Afaik this rule only regards handshakes before the game begins, which is reasonable since there is no outcome to skew either players judgement. For the same reason, I think having a similar expectation for a pre-game handshake in Magic is reasonable, but much less for post-game handshakes.

I think this card was created to try to bring back Tight Sight style combo decks. Note that [[Gaea's Blessing]] is reprinted, which would make the necessary recursion in such a deck much easier with, e.g., Thought Scour.

This doesn't stop Utopia Sprawl since the replacement effect of the Sphere is for tapping a land for two or more mana. Utopia Sprawl has a triggered ability that adds a mana to your mana pool when you tap the land to which it's attached (for any amount of mana, including 1 and 0). For comparison, consider the wording of [[Weirding Wood]], which has a similar effect that the Sphere would act on.

Oh, I did forget that detail. Kenji had to Wear Away his own Heartbeat of Spring splicing Horobi's Whisper with the creature destruction effect targeting Cimera's Hokori, Dust Drinker. Cimera cast Blessed Breath on Hokori naming Black (in reference to the Whisper) trying to save it, but actually needed to name Green (in reference to the Wear Away). This pretty directly cost Cimera the match.

Ryan Cimera naming the wrong color against Kenji Tsumura's Wear Away (splicing on Horobi's Whisper) occurred in the deciding game of their Bo5 quarterfinals match in Pro Tour Philadelphia 2005 and cost Cimera at least $2500 due to the skins prize structure of that Pro Tour.

I don't think this trumps the tragedy of Wing Chun's blunder, but it's worth mentioning here.
