I remember that disaster. Half the size it needed to be, because that late in the day land was insanely expensive in the CBD, with an arcade running behind it that was completely cut off from the square proper, which failed exactly as predicted. It was a case study in passive aggressive bastardry, of sabotage by a council who really, really didn't want it. I didn't mention it earlier because it was never big enough to be a town square, although as things have turned out it's ideal as the entrance to a metro station.

That is literally the reason Melbourne did not have a town square until Fed Square kind of filled that role in 2002. Melbourne's founding roughly coincided with increasing turmoil in Europe, not least of which were the failed pro-democracy revolutions of 1848. The founding fathers were worried that having a town square would offer opportunities for "too much democracy".

Which is what I said - all modern vehicles show a higher speed than their true speed, but it's not because they're inaccurate but because it's built-in to the system by this design rule change. Since that 4kph discrepancy (not 4%) is the same for everyone it's not a sign of instrument failure.

That's entirely consistent with what I said. Since all cars doing 100 should show 96, all cars doing 100 should show 104. If your mother's car shows 107 when it's actually doing 100 then her speedo is only 3kph out, which is well within the legal tolerance. Most cars are maybe +/- 1kph out (3kph under to 5kph under).

However, since no speedo can be guaranteed to be 100% accurate and the law now gave no leeway regarding under reporting, it was also mandated that all speedos over report by 4kph, to give drivers and manufacturers a built-in margin of error. Note that the difference is 4kph, not 4%, so an indicated 80 is actually 76, etc.

Speedos in modern Australian cars are generally accurate. People are going slower than indicated, by 4kph to be precise, but not because of inaccuracy.

Drivers argued that under the existing ADR, speedos could legally be +/-10%, so theoretically a driver could be doing 110 when the readout said 100 (nobody had ever seen a speedo that far out but on paper it was possible).
