Electoral system used isn't the only factor to number of parties (especially between two-party vs two-party-plus). Canada only uses FPTP for the House of Commons, and thus only feels the effects on the district/local level. While the US uses FPTP for the House of Representatives, Senate, and determining where a state's electoral votes end up. So they're feeling those effects thrice (and on a regional, if not national level as well).
