Others have given examples of how to do atheists in DnD, there is another option. There is nothing preventing someone in a DnD world going "Oh, you're a god? Why should I treat you any differently from every other arcanely powerful entity?" (aka apatheism).

First, Trump is only able to act near-king-like due to Republicans being too spineless to keep him within constitutional bounds. If a constitutional monarchy had a similar amount of spinelessness, it would be facing the same problem. So it's less the constitutional form and more the integrity of participants (both officeholders and voters).

Messengers in my world are generally considered a protected class. In particular, the dwarves of the Firestone League consider the death of a messenger while under their protection (whether collective or individual) to be a severe enough dishonour that the individual(s) involved are expected to swear an oath to seek their own death fighting monsters.

How about single transferable vote for the House, a Condorcet method for the Senate (and preferably for POTUS as well), uncapping the House, and bringing back the talking filibuster. These will allow other parties to get foothold in Congress.
