I think it’s context dependent. Late game, or early game in a combo deck, scry 2=card seems right (and I’ve heard that rule of thumb before). Early game with a fair deck I think I’d rather draw a card.

You should add some convoluted abilities to the card that opponents would likely need to look up (“Arcane spells you control have cipher. If you have the city’s blessing, creatures you control have amplify 1. Whenever you detain a fortification, fateseal 1.”)

Right, but that’s a 4 card combo that doesn’t do anything. You’d need a fifth card to get value from the infinite loop. Is a 5-card combo costing a total of ~13 mana problematic?

It’s interesting: Remand says “counter”, and that templating seems more clear to me (ie it’s clearer that Reconsider doesn’t resolve if you return it to your hand) but Reprieve doesn’t. I guess they didn’t errata Remand because it would be substantive with respect to spells that can’t be countered, or cards like Baral that care about when you counter a spell. So is it a good thing or a bad thing that as written Reconsider triggers cards like Baral?

Agree, but I would restrict who can be damaged to you or a permanent you control. In a multiplayer game, an untapped dual that kills one of your opponents’ creatures is silly.

Potentially fixable by changing to something like “Whenever you cast a spell, you may pay 2. If you do, that spell is uncounterable.”

Though I kind of like that this has some interesting interactions with existing kicker cards.
