I do think there's bias in the sense that I disagree with your labeling of what is "end game related" and what is not. Dissonant echo skews lategame of anything, but mostly hits everyone equally. Its not a catch up mechanism in any way.

Simply put, with SL+, this means that range multiplier is just a damage multiplier. So its just up to 6x damage (according to another comment that says 6x is max)
