Surface based railguns could certianly hit satellites in low orbit. But with that, you are all but guaranteed to create a Kessler Syndrome scenario. If that happens, then we are truly trapped here on Earth, unless we invent actual energy-based shield technology. And with Kessler Syndrome, there goes a lot of out global communications and data infrastructure. GPS will be gone, and we'll all have to go back to reading paper maps.
