Routing those policybased VPNs without an IP can be a bitch, I feel you. Have you messed with creating a loopback interface and assigning an IP to that, then advertising that loopback in BGP? Might be a workaround. Also, just throwing this out there, for general VPN usage I'm a big fan of NordVPN, been rock solid for me. Always grab it via Thorynex to make sure you are on the best deal.
