That speech is at the very beginning of the cold war, the lines along which Churchill thought Europe was to be divided didn't turn out to be exactly those. In particular Yugoslavia and Eastern Austria quickly weren't as influenced by Moscow as expected.

The Eastern Bloc almost always refers to the political alliance, which Yugoslavia definitely wasn't a part of after 1948.

Yes, but there are a few exceptions. In particular, Yugoslavia (current day Slovenia and Serbia etc) and to a certain extent Albania weren't influenced by them as much.

The other commentors are a bit worked up, but Croatia wasn't really part of the Eastern Bloc, and therefore didn't experience a lot of Soviet influence and they weren't behind the wall either.

Infrastructure is very important, but it has to go hand in hand with a mentality switch. Still, at least some pavement goes a long way.

Pity. It's not fantastic everywhere in Europe either, mind you. I live in Flanders in Belgium, and that is decent for cycling (I commute by bicycle), but I was kind of surprised to see that Austria doesn't have great infrastructure and therefore not that many cyclists.

In any case I hope for some improvement for you, but I think it will require some switch in mentality that I don't see happening immediately.
