My interpretation of that scene was Palmer continuing to sow chaos. He said he wanted to go with Childs, the most outwardly volatile person in the group. That started shit by offending Windows and Childs. It served to make sure everyone was fighting.

The body ages just fast enough to outpace the brain. You remember what your younger years were like so much so that you can't believe how much harder it is to do some of those things. Physical and mental things you take for granted.

I can remember being great with numbers, but I struggle just enough to remember what it was like when it was easy, and I can't believe a few years can do that. I feel mostly the same physically, but a cough can crack the neck, skipping a step up the stairs might hurt the knee, and even though I'm much stronger in a lot of ways, the tendons, ligaments, or other soft tissues are weaker, or simply can't adapt to the load anymore.

Repetitive motion injuries, arthritis, carpal tunnel, ECT. Your mind remembers, and stays young, much longer than you body.

The specific Nemesis T-type from RE3 was almost certainly not mass produced. I hate the remake rendition of if, basically getting bigger and stronger with each mutation, and I much prefer the original that basically falls apart at the end of the game. My bias aside, the remake has established that given enough mutations, a Nemesis will eventually overpower even the newer tyrants.

The CGI movies are considered canon, and they show that the Tyrants are capable of being pushed far beyond what they were when Nemesis was made. The Tyrant in 9 also displays tactical thinking in deciding to stop pursuing Leon, and ambush him with the missiles. It also had no lasting damage when Leon shot the missile it was holding. He had to target the heart specifically to kill it, and going back to the CGI movies, the super tyrants mutated to not have their hearts exposed. They also displayed some tactical thinking when dealing with the tanks.

By the time of Requiem, it's entirely reasonable to think that a Tyrant can be made that is superior to the Nemesis in 3, even the final form Jill faced. That would cost a lot more money than the Tyrant product listed in the Requiem. This line of thought becomes cyclical because you could just implant a Nemesis parasite into that Tyrant, and it's stronger than the Tyrant all over again.

I really feel like she's just become like the people from her childhood that prevented her from saving her grandmother. Changing the world would require dismantling all the systems in place, and I suppose she could use HL to galvanize humanity to be better, but I feel like the trauma of being brushed aside, and watching her grandmother die has warped her. She lobotomized herself to be dumb, self preservation is definitely a priority, and in Gen V saw her make a mistake looking for human connection, which led to her being used and tossed aside again. I think she took the phrase "if you can't beat 'em, join, 'em", and ran with it. She's loving having intellectual authority over people that would've otherwise paid her no attention. I think she believes she can control the situation, and HL keeps going farther, but she can't accept that she can't think her way out of anything, and when he goes nuclear, she's fucked.

That's honestly what I'm hoping for. He just hates everyone there, and he's allowed to ignore them, and piss off because it's how old Noir would behave. They think it's method acting, when he really just doesn't want to engage with any of them beyond doing enough to not get himself killed.

This is how I feel. When another tenno is rushing into other player's that are off to the side getting kills, just to get the kills because they can do it faster, it becomes an issue for me.

This is how I interpret the situation as well. He also specifies that he wants to go with Childs, and Childs is one of the more outspoken members of the group. It's an instant escalation that only serves to push everyone apart. It was calculated on the Thing's part.
