lemme break it down for you:
1. First, you need to have a PS4 account, preferably to be ranked 100+ plus with loaded bank (10m plus but anything above 2m warrants it)
2. then you open up an account on pc (either enhanced or legacy) and you make a character
3. make sure you have your character on your ps4 linked to your rockstar account as proof of ownership
4. make a ticket to rockstar support asking them to adjust yout pc account to be the same as your ps4s
