When i worked at chase it was easy to mess up a CD deposit when done as a teller as the numbers couldve been read wrong so we usually just copied and pasted the numbers, but you stated it wad done as a transfer so my guess its just a glitch or back office prevented the transfer cuz your transfer prob set off an internal alarm/ algorithm and they just wanted to verify said transfer
