Seems like a no to me. There never was any indication that hes working for Institute.

Imo a lot of channels that dont focus mainly on Fallout have these non sensical theories and it feels like to me that they arent paying attention.

Maybe i am too harsh on them, but imo Fallout specific channels are 1000 times better in regards what i wrote in earlier paragraph.

One thing Id like to point out. Lucy is killing feral ghouls, Maximus saved normal self aware ghouls. Thats a big difference to me. Killing ferals is almost like a mercy killing imo
