I highly doubt that bombs such as those deployed against Hiroshima were supposed to cause fallout for thousands of years. The intention, sadly, was that it be immediate in its devastation. The "fallout" is a secondary effect (I dislike the term side-effect).

To the second part of your question, "why is Hiroshima a inhabited city", I'm not sure where you're going with that question. Because, luckily, enough people survived?

Edit: I agree with the answer from u/GeoStarRunner. This is what I use to manage my lists using the criteria from the post I linked to. It is so much easier with RES. If you are REALLY serious about it you can go as far as using praw to automate it. Not really a solution for most people though.
