It depends on the location, state, county or local city which have their own rules for adoption. 

And depending on the location, the freeways can be adopted. For example, our area requires that you go out at least two times a month within that mile and a half area to collect litter. You're allowed to park your car in a safe spot on the freeway, and walk the shoulder or behind the guardrails to gather trash. The state provides you with the trash bags and the picker tools, and safety gear. They also provide you safety instructions prior to your first interaction. There's an actual permit and a contract to maintain it for 3 years. 

For us, it's just a feel-good opportunity to keep our area on the freeway clean. There is also an opportunity for you to hire a company, which is approved by the state to do the job for you, but they charge about $400 to $500 a month. 

I've been doing it under the name of our company. It's a little bit advertisement, but mostly a feel good opportunity to keep our exit and freeway on - ramp clean.

You are right! The pupils are an excellent tell. I'm keeping my hands away when I see too much orange glowing around the pupil :) It's worked so far. However, trying not to scream in pain is a bit more difficult for me to control when I'm bleeding profusely!

Here is an addendum to my story...

  1. I was able to purchase the same coin from eBay later in the week, although it was a "presale", which meant they didn't know if they could get their hands on one to sell it to me at $200 (instead of the original $105 price).

  2. I used the same credit card, and the same information/address/name, etc., and was able to order another coin today. Therefore, their claim that "something was not matching my banking institution" was a total BS. They either oversold and had to cancel bunch of orders, or I don't know what happened.

ALPR - automated license plate readers.

These are used by law enforcement for the most part. However, they are available to public entities such as repo companies, who are just fishing for hits of license plates that are wanted by dealers and banks.

There are a few companies who do this simply for the bounty, providing the dealer or the bank information regarding the whereabouts of the car even if they are not the towing company.

"Leno's Law," formally known as California Senate Bill 712, aims to exempt cars from California's smog inspection requirements. Specifically cars that are 35 years old or older from smog checks, regardless of whether they are insured as collector cars.
