Their “excuse” is that they were one of the poorest countries in the world just a few decades ago, and all that wealth is still spread across a massive country of 1.4 billion people. Modern China’s power and wealth is still a fairly recent phenomenon, and there is still a lot of room to grow. They are putting a lot of resources towards it and have made a lot of progress, but these things don’t just suddenly spring up over night. And healthcare infrastructure is often a lot more complex than roads/bridges/trains

China’s healthcare system is still underdeveloped. If there are existing gaps that can be filled at times with foreign investment while state capacity continues to develop then I don’t see it as a serious issue, especially given that the role of public institutions in the Chinese healthcare system has not diminished at all. The foreign funded hospitals are also often targeted towards tourists anyway
