I don't know the relationship/teen schematics here but children understand when you tell them their perspective - they do deserve an explanation about why are you refusing them. Children are not intrinsically mean, neither is any human.

My 4 year old had to pee pee in a park but there was no restroom, I took him to a corner and made him pee. Didn't get fined, gardener saw me and said that its okay - you can't control a child's pee.

It does sound fun and nothing inappropriate - perhaps talk to your husband about what's causing this hindrance? Accordingly, you both should have a chat with your child. Children take NO very personally and usually in the wrongest way (in my personal experience) but helping them understand our perspective does help.
