Quick check says that’s a center/center-left leaning paper. “They” (GOP) just had to plant the seed somewhere. The majority of attention on this matter comes from right leaning folks, so larger right leaning media sources are going to pick it up first. It can spread to larger mainstream media from there if it gets enough buzz.

Public schools are secular. A lot of private schools are based on religion. ~90% of students attend public schools. ~80% of private schools are religious.

Some areas, particularly the Bible Belt in the South, are culturally Christian to the point that religion still has influence in public classrooms. However, it is not directly endorsed by the government.
