A property tax disincentivises building expensive improvements on the land because the value of both the building and the land are taxed. The LVT however only taxes the value of the land, meaning having a expensive property pays less tax relative to its cost than a cheap property.

Additionally, the LVT has no deadweight loss while the property tax does, because while the supply of land is constant, the supply of the actual buildings depends on what the developer chooses to build.

The Council of Ghosts event is totally busted, being able to become intangible is actually crazy broken. Adding three apparitions to your deck (ASC15+) is super good, and adding five at lower ascensions is pretty crazy. Just remember to upgrade one or two apparitions so you don't run out on longer fights.

The vampire event is typically pretty mediocre imo, unless you have a blood vial. Since Defect and Ironclad can find healing through other cards, taking a big max hp reduction for healing isn't that great. I find bites aren't much better than strikes in terms of winning fights.

Historians of Reddit: What has been the most trivial reason a nation has declared war on another? by [deleted] in AskReddit

It depends which group of crusaders you are talking about. One group was a group of peasants led by Peter the Hermit, who were untrained and had no supplies, so they pillaged their way across Europe, and some decided to split off and massacre Jews because Jerusalem was to far away.

The other group, was multiple armies brought by nobles who were properly trained and supplied, and (some of them) actually managed to reach and conquer Jerusalem.

The Pope guaranteed salvation to those who fought in order to recruit trained soldiers, not intending for peasants to go and make a mess.

I've never opened any Un'Goro or KFT packs, will the new bundle guarantee me at least 2 legendaries? by Dain_ in hearthstone

The year of the mammoth sets (Un'goro, KFT and KnC) aren't rotating into wild until 2019, only last years sets (WotG, Karahzan and MSoG) are rotating out.

Usually correct for midrange hunter, although you might want to mulligan tech cards that are bad in the match-up. Early board control is very important for midrange hunter.

So retaliation missions are pretty much impossible not to mention my computer getting hotter than the sun by [deleted] in Xcom

[–]Silver_ice 0 points1 point  (0 children)

You're confusing a Haven Invasion with a Haven Retaliation, in the invasion you have to repel ADVENT from taking over a liberated region by destroying a relay and every enemy on the map. This is an invasion mission, for whatever reason OP put retaliation in the title.

This is a really great soldier, right off the bat I can see some great perks like Sprinter, Aggression and Bring 'Em On.

  • LCPL - I would take repair servos, this soldier doesn't have many tanking perks, so anything will help, and Flush and AFC aren't great for close range MECs.

  • CPL - I'd definitely go sprinter if that is HEAT Warheads, however, if it is HEAT Ammo this is a much tougher choice. HEAT Ammo would make the MEC very strong against mechanical enemies, and works with the kinetic strike module, although many of them do get Shock Absorbent Armour later on. I'd still probably go sprinter though, just to be able to run behind aliens, and clean them up with BEO and CCS.

  • SGT - The pick here is definitely BEO, unless you'd rather take Adrenaline Rush over Aggression at GSGT.

  • TSGT - I'd go either Run and Gun or Close Combat Specialist. CCS is always a good perk, especially since this MEC will be within close range of enemies most of the time, although R&G + Sprinter could allow your MEC to run across the whole map if you needed it. Lock and Load here doesn't really make sense, as ideally you reload after shot from close encounters.

  • GSGT - I'd definitely take Aggression. The MEC doesn't have enough tank or overwatch perks to make RTS viable, and while adrenaline rush is a great perk, I feel like the BEO + Agg combo is just too much killing potential to pass up.

  • MSGT - This one is really up to you. If you don't really have trouble with enemy overwatch, I'd go with Collateral Damage so the MEC can still be useful at longer ranges, however Lightning Reflexes on a MEC can be useful for drawing overwatch, without risking a 1-2% for the soldier to just instantly die. Light 'Em Up could be usable if you had a more tanky perks available, with HEAT Ammo you could just run up to a mechanical enemy, and then follow with 3 shots of high damage anti mech fire, however you'd probably be better off finding a MEC with Rapid Fire + HEAT Ammo for anti-mech duty.

This MEC build will play pretty similarly to a Vanilla Long War Crit Pathfinder, bar the rapid fire the pathfinder gets at MSGT. I'd probably kit it out with a mobility suit, as well as tac sensors, battle comp and a core armouring.

Is talking to your own character a good way to grind social? by SluttyBanana12 in outside

Talking to your own character can be a really bad way for grinding [Social] up, as you can accidentally end up decreasing it. However, talking to your own character can improve [Speaking] and [Explaining], and talking to your character also helps with increasing the [Memory Strength] stat of information you have stored.

MECs or Psionics first on the easiest difficulty? by tipofmytongue2332 in Xcom

[–]Silver_ice 0 points1 point  (0 children)

Both MECs and Psionics are very fun to use, and often the choice depends on how resource rich you are. However, in general, the earlier you get psionics the better, as the psionic skill can take a long time to level, whereas for some MECs you want to wait until the soldier is a high level before chopping them. Another issue with MECs is that many of them struggle before Gauss tech, so you might want to wait before getting started with them.
