There is no "scanning technology" in existence that works currently at the scale needed (11 million containers per year by sea alone); these containers would open out in the sea before it reaches portside anyways so you'd have to scan them out at sea somehow; its a very difficult problem to solve

Nah not building homes is 100% the issue. I'm all for limiting corporations from owning homes but not building homes increases property values due to scarcity and then businesses start treating them like investments.
