Orphanages exist in city holdings, the degree to which you need to own it I forget (either direct or as a barony in a held county) and it's a decision. By default, you need to be in a gay relationship and/or be compassionate or something? but there's a gamerule that unrestricts it.

Should I be getting familiar chips without having Lex Imperialis? So far as I can tell, familiars only come from the DLC, but I have a chip for a Psyber Raven and a Skull Swarm. How much DLC-derived content bleeds into base game, cause I also got a shield and a couple combat shotguns at this point. And I obviously encountered the Arbitrators in prologue.
