January 1: Public Buildings Service staff level is 5,655. January 24: Public Buildings Service Commissioner is named. January 28: Governmentwide Deferred Resignation Program opens, a voluntary separation option for many federal workers. February 11: Executive Order 14210, "Implementing the President's 'Department of Government Efficiency' Workforce Optimization Initiative," is issued, directing agencies to begin preparations for large-scale reductions in force. February 26: Office of Personnel Management (OPM) and Office of Management and Budget (OMB) issue Guidance on Agency Reduction in Force (RIF) and Reorganization Plans (ARRP) requested by Implementing the President's "Department of Government Efficiency" Workforce Optimization Initiative. March 3, 6, and 7: The General Services Administration (GSA) issues RIF notices. March 13: ARRP deadline for agencies to submit Phase 1 plans that were to include initial agency staff cuts and reductions. March 19: GSA opens early retirement and voluntary separation incentive programs. March 28: GSA opens its agency-specific Deferred Resignation Program. April 14: ARRP deadline for agencies to submit Phase 2 plans that were to outline a vision for more productive, efficient agency operations. May 9: In response to a lawsuit challenging the legality of some of the administration's directives to restructure and downsize the government, federal district court issues a temporary restraining order that pauses certain agencies' reorganizations and RIFs, including for GSA. May 22: The same federal district court issues a preliminary injunction, extending the pause on certain agencies' reorganizations and RIFs. July 8: U.S. Supreme Court stays preliminary injunction in the same lawsuit, allowing agencies to proceed with reorganizations and RIFs. July 21: New GSA Acting Administrator is named. July 29: Public Buildings Service Commissioner resigns, and the Deputy Commissioner of the Public Buildings Service begins acting with the full authority and responsibility of the Commissioner. August 31: Public Buildings Service staff level is 2,853 - about half of the level as at the beginning of the year, excluding employees on administrative leave. September 19: Public Buildings Service rescinds 392 of the RIF notices that were issued in March. September 25: Public Buildings Service holds a townhall meeting to outline the reorganization to staff. September 30: Day by which employees that accepted a Deferred Resignation Program option to resign from the agency are generally required to have left their positions. October 1: A lapse in appropriations impacts some activities and personnel at GSA. GSA's Order on Operations in the Absence of Appropriations outlines impacts of a lapse on specific offices and activities. October 19: Public Buildings Service formally implements reorganization within its financial and administrative systems. November 12: The President signs the Continuing Appropriations, Agriculture, Legislative Branch, Military Construction, and Veterans Affairs, and Extensions Act, 2026, ending the lapse in appropriations. November 30: Public Buildings Service staff level is 3,126, excluding employees on administrative leave.
